4. Of course. Trump can release the files right now. There is no reason to wait for a vote in Congress.

There was an ongoing investigation when he took office in January and promised to immediately release the files. The
"ongoing investigation" excuse didn't seem to be a problem back then. Instead, he shut down that investigation and refused to release the files.
