A deal is another name for agreement. The components of a legal agreement or contract are offer, acceptance, consideration, and terms of the agreement.

Trump is combining offer and acceptance, that is, the other party is denied the right to refuse the offer. This is dictatorial. This is a farce. This is like my father going through a charade of pretending to let me decide a new family policy, but in fact, he's already decided for me.
