inhabit a universe totally disconnected from the every day work of career civil servants or "pond scum" as we jokingly used to refer to ourselves. I always thought of it like electrons inhabiting their own unique shell, never interacting with any electrons in any other shell. Complete parallel universes.

They have little to no clue what their careerists below their rank even do. I can guarantee you that any policy that comes out of these executive's office is the product of a career civil servant with expertise.
