Trump creates 'Schedule G' to add more political appointees to agencies top ranks

President Trump created another new category of federal employee on Thursday evening, issuing an executive order to expand the number of political appointees who do not require Senate confirmation and will serve in policy-making or policy-advocating roles. While presidents can already tap an uncapped number of appointees to serve in Schedule C positions, Trump noted those individuals serve in more narrow confidential or policy-determining roles. The new positions will therefore fill a gap that currently exists in federal appointments, the White House said.
The order is the latest in Trumps effort to establish a tighter grip on the executive branch and its actions. He has already created Schedule Policy/Career, formerly known as Schedule F, which is similarly defined to Schedule G but reserved for career civil servants. Agencies are in the process of determining who qualifies for conversion to Schedule Policy/Career and those employees will become easier to fire for any reason.
President Trump believes creating non-career Schedule G positions will enhance government efficiency and accountability and improve services provided to taxpayers by increasing the horsepower for agency implementation of administration policy, the White House said in a fact sheet accompanying the order.
Appointments to Schedule G positions are expected to lapse at the end of a presidential administration. The roles are particularly aimed at the Veterans Affairs Department and will go to applicants who prove to be suitable supporters of the presidents agenda. Agencies cannot take into consideration an applicants political affiliation.

(16,920 posts)inhabit a universe totally disconnected from the every day work of career civil servants or "pond scum" as we jokingly used to refer to ourselves. I always thought of it like electrons inhabiting their own unique shell, never interacting with any electrons in any other shell. Complete parallel universes.
They have little to no clue what their careerists below their rank even do. I can guarantee you that any policy that comes out of these executive's office is the product of a career civil servant with expertise.

(156,853 posts)I had some coworkers who signed up for and were accepted in a special training program that my agency had for those interested in going into SES positions. I think they ended up spending a year, both in actual training courses and on high level details, in order to get a feel for the GS-1000 positions. Once completed, they now had a resume and experience to be considered for positions like "Regional Director" or "Deputy" Office Director, etc., but their background was originally as a civil service grunt! In many cases, it required them to move down to the D.C. metro area if they snagged one of those positions.
And then there were...ahem... the others.

(16,920 posts)who had a network of us worker bees to keep him abreast of what was happening in the trenches. We called it his "mole net". This guy was the only person, civilian or military, who actually wanted to interact with us during my time there. The rest just wanted to inhabit their own little world and hang out with each other. The best few days we ever had was once when all the management went on a 3 day retreat. We barely realized they were gone, none were missed and we never missed a beat.
Sometimes the military execs would send junior officers into the trenches with orders to get us civil servants in line, but usually they ended up going native, meaning they saw us every day, saw what we did to keep the place running, came to like and appreciate us and then took our side when push came to shove.
