9. Trump can veto it no matter what the vote is

Even if a veto proof majority votes for it in either or both houses, he could veto out and then it would turn on whether any of those who voted for it initially switch their position and don't vote to override.

My guess is that the resolution to have a vote gets a ton of support. But that the subsequent vote on the bill itself falls short of a veto proof majority. The vast majority of repubs are in safe seats and won't be afraid to vote against release of the files.
