meeting work requirements. And there are many exceptions to having to work.

I’m hopeful most states will apply rules to err on side of people applying.

The problem is, about 50% in population like the idea that they are getting tough with SNAP requirements. It’s tough fighting that, especially when not many — if any — will lose benefits.
