And the posted section of the article does not prove anything. For example, this statement is just one criteria. They don’t allege it was used. “The SDB designation can also only be legally claimed by companies owned by "economically disadvantaged individuals”

If the criteria is that the business is owned by “African Americans” or people born outside the US, it may qualify.

I don’t dismiss the hypocrisy, but the article doesn’t prove anything.
