He's a stupid, flim-flam braggart. He repeats the same lies and stories over and over and he's "LOW I.Q., LOW ENERGY' (watch how often he appears to drift off while someone else is speaking) and as predictable as the sun-setting at dusk. (Which HIS IS, by the way.)
