People in a lot of jobs have a contract, written or not - you get paid for your work.

No pay, so don't turn up. Seems fair.

Those not at work are probably looking hard at other ways to pay their bills - and not sitting at home sulking.

But I'm sure Trump would like to fire them all and fill their seats with hundreds of (non existent) spare controllers, who are just salivating to work at a complex job for no pay. /s

Do the controllers have a Union strong enough to say . . . right, everyone OUT!
