1. How can they legally target a specific group of people by appearance don't they need a warrant or probable cause?

Police cannot stop you without either a search warrant or probable cause. If Trump admin were going after the worst of the worst as they said they would have identified them and had warrants approved by the court. Other than that they need probable cause, not a racial profile. Like the building they rapelled down onto in Chicago, who specifically were they looking for identified by name in a warrant? What units of the building did they expect to find them in? They couldn't have observed probable cause through the walls of the building that justified raiding everybody's unit in the building at 2:30 in the morning.
