(96,043 posts)Loans with strict conditions, and a receiver's oversight, would be an excellent way to handle the aim, combined with direct payments to people out of work or on short hours. The objection by business types to the latter makes little sense to me --- the money paid to people out of work or on short hours will wind up in their coffers anyway. People will spend it, and someone will profit every time they do, all along the line. 'Relief' programs don't subsidize people, they subsidize businesses people patronize with the funds 'relief' provides people.
