Bill Clinton was looking forward to a lucrative post-Presidency for which he needed money; he was looking forward to building a Presidential library, for which he needed to raise money; Hillary was running for the Senate, for which she needed money; and, IMO, she was running for the Senate with an eye to running for the Presidency, for which she would need money.
