Doesn't matter who the Governor is.

IF certain machines were cyber-hacked, FDR could have hypothetically been the Governor of Pa., and the Rethug running for POTUS had IE: "help" from a foreign entity, old voting machines with no paper trails in mostly Dem voter precincts, voter disenfranchisement/suppression--Also in Dem precincts--that GOP person could easily have won Pa. with just "enough" votes.
