For a recount it should be based on percentages and not one vote difference. It is a whole lot easier to have accurate records for 500 voters than 10,000 voters for example. They should allow one vote off for 500 for example, and 20 for the 10,000.

Also the number of voters per voting machines should be equal. Combine precincts if necessary and make someone travel. All funding should be done by the state, and funds should be equal per voter.
