In those states, it is not considered incest at all, but a valid relationship that can lead to marriage. The prohibition on first cousin marriage is a relic of the past, actually. In most of the world, nobody pays any attention at all to such marriages.

They don't even lead to any serious increased risk for birth defects or genetic risks. Think about it. In almost half of our states first cousins can marry and have children. In the rest of the states, such marriages are recognized as valid if the marriage was in a state that permits them.

Cousin marriage is legal. Cousin marriage is OK in most places on this planet. It's actually very common in some countries.
