well, it would have been easier before he turned 18, but that's no help here anyway.
in practice, the easiest way to get someone "into the system" is for them to break a serious law. police and emt's can be especially helpful here as some things like "assault" are far more serious crimes against such protected people.
remember that "assault" can be merely a credible threat of violence (actual violence is battery). police and emt's are assaulted in this manner all the time and often don't make a big deal of it, it's just part of the gig (happened to me once) but if the assaulter is mentally ill, pursuing charges helps get them the treatment they need.
that's what happened to my brother. he was hallucinating on a bus, the emt's came, they tried to inject him, and he threatened the emt. so they filed charges and he got proper treatment. for a while, anyway.
unfortunately, not much help with donald. he could pummel a decorated, wheelchair-bound officer on national tv and not get charged with anything.
a better chance is a majority of the cabinet deciding he's incapacitated under the 25th amendment.
but that merely gets us pence....
