The US government and citizens need to change their response and how to implement an "evacuation" system and not a weather "warning".

A week ago I researched Hurricane Katrina, for some reason, and Gen. Honore was the voice of reason who arrived in New Orleans to help stop the massive mismanagement of the government in rescuing thousands of people. It was total chaos with racists warnings to shoot looters when there were no looters. He told people to lower their rifles and they did. He got right to work. When I was cooking and listened to the PM news I immediately recognized his voice so I paid closer attention to the news report.

Lives can be saved if people are told to evacuate immediately and WALK to higher ground. It is easy and you will not have to deal with roads, etc. Just walk to higher ground 100 yards away from the flood zone.

This is what the Japanese citizens do and they are well prepared for tsunamis. I've watched dozens of videos from the 2011 earthquake/tsunami and the residents have this system ingrained in them. They practice, practice, practice. Hundreds of thousands of lives were saved this way.
