That will last until the first Brooklynite's Fluffy or Foo-Foo gets rabies from an altercation with a raccoon.

I wonder what the excuse is. I've never seen an autistic cat or dog, although some cats can get pretty weird.

Public health laws need to steamroll over individual stupidity for animals as well as humans.
