The PGA Tour is like the NFL for golf and the participant players are members. The Tour plays an annual schedule, some at PGA Tour courses, some not. They also rank players within their tour. The USGA is a Much older totally unrelated organization of professional golfers. They have several tournaments through the year and "Tour" players can participate. Like the Masters is not a PGA Tour event but Tour players can participate if they make the cut. Others may know more and provide more accurate info.
