It has nothing to do with Amazon, and everything to do with people being jerks online. Or jealous fellow authors. Or bitter readers.
I've gotten bad reviews for a book that I hadn't even turned in yet. No one, not even my editor, had yet seen it because I was still writing it. The bad reviews were based on "I'm not going to read this book," or "I don't like this series, so I know I won't like this book either."

At least the Amazon.com site is better at policing these phony bad reviews. Goodreads is a sewer.
