Actually, he could have. Granted, some of the bullets would have went through more than one person. Have to consider also, there is evidence of him being able to control the climb, since many of the rounds went over the victims and hit aviation fuel tanks beyond the concert. The reports also claim he had some AR-10s in .308. He could have done even more damage with a truck or car bomb minus the gun.
