other than the people already blocked from ownership by reason of being adjudicated mentally defective, who else can we reasonably exclude from ownership? Whose rights will we take away without due process? If someone had a foolproof method of predicting who would become a spree killer in the future, we could add them, maybe. But that predictive ability does not exist as far as I know.
