And of course Washington DC
So that's more than half the states that have a HIGHER than national murder rate.
The German murder rate is 0.7
Not a SINGLE US state has a murder rate that low:

Louisiana has a murder rate comparable to ANGOLA. 
If you're gonna make up something make sure it's harder to check.
