beevul: So what, that's {shall issue ccw} not the only way to define stricter gun control. Unless you can attribute the difference, to 'shall issue' you point is...well...pointless, but at least you're consistent. A+ there.

I don't think anyone really believes your malarky, that chicago has more stringent gun control compared with L.A. and New York City. You are living in denial, living in the past. LA & NYC have stricter gun control laws than chicago does.

Oct27, 2015 LOS ANGELES -- The Los Angeles City Council voted unanimously to require gun owners to store their firearms in locked containers or install trigger locks when not using them.. handguns will need to be disabled and kept on the owner's person or within close enough proximity that it is in the owner's control. A violation will be a misdemeanor.
In July, city council members voted to outlaw possession of high-capacity magazines that can hold more than 10 rounds of ammunition.
The legislation will give {domestic abuse law} police authority to seize that person’s legally owned weapons for 21 days without prior knowledge

Calif, may be similar to Illinois: No Concealed Firearms in Schools.. bans gun owners from carrying concealed handguns at K-12 schools and colleges. It is already illegal to possess a firearm within 1,000 feet of a school or on a college campus without permission from administrators, but it exempts those with concealed carry permits. http://losangeles.cbslocal.com/2015/12/29/new-tough-california-gun-laws-to-take-effect-in-2016/

Chicago, 2013: The state of Illinois does not have an assault weapons ban, nor do any of the states closest to Chicago: Iowa, Indiana, Wisconsin and Michigan.. No mag size limit in Illinois.
But: Cook County and the city of Chicago have separately banned the possession of assault weapons, as have several Chicago suburbs, prior preemption deadline of July 20, 2013.
Chicago formerly prohibited sale of firearms within city limits, Jan 2014, federal judge ruled unconstitutional.
Sep 2013, Chicago City Council repealed the law requiring the registration of firearms and the law requiring a city issued firearm owners permit.
They also changed the law to allow the carrying of firearms on the grounds of one's property outside as well as inside the home

California law states that one may receive a permit to carry concealed if the person is "of good moral character" and good cause exists to issue the permit. in areas surrounding SF and Los Angeles "good cause" is very difficult to prove. Caifornia does *not* honor permits from any other state. http://metroseeker.com/los-angeles/gun-laws

oct 2014, NY: {wiki} Magazine size limited to 10 rounds .. rifles and shotguns, along with handguns, in New York City are required to have a permit to purchase, to be registered, and owners must be licensed and have a permit to carry.
... The changes included the expansion of background checks before someone buys a gun, a ban on assault weapons and high-capacity magazines, as well as imposed registration of assault weapons that are grandfathered in.
NYC - must apply for rifle/shotgun permit from the NYC police, must register purchase

peaceful journey laws: Some law enforcement agencies (notably the NY State Police) do not recognize {FOPA} and may detain or arrest non-residents transporting firearms through New York in accordance with FOPA. Individuals in such situations would then have to use FOPA as an affirmative defense to firearms-related charges in court... NY City is the only place a pistol license is restricted from Carrying and must have an uninterrupted trip through the city with the gun and ammo locked up separately when traveling through NY City.
California courts have ruled that large capacity magazines (LCM) that are disassembled or LCM parts are legal to possess. Otherwise federal {FOPA} rules are observed.
Non-Illinois residents are granted a limited exception to lawfully carry a concealed firearm within a vehicle if they are eligible to carry a firearm in public under the laws of their own state.

Calif: llegal to possess, import, or purchase assault weapons and .50 BMG rifles, unless such weapons were acquired by the owner prior to June 1, 1989.
calif: Jan 2000, any person in this state who manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, lends, buys, or receives any large-capacity magazine is punishable by imprisonment in a county jail not exceeding one year or imprisonment".

Handgun registration? Illinois: No; New York: Yes; Calif: Yes

One area Illinois bests NY in gun control, is a child access prevention law {CAP}, safe storage law, NY does not have one. California has a CAP law which is more stringent than Illinois.
Illinois: Imposing Criminal Liability Only if a Child Uses or Carries the Firearm
California: Criminal Liability for Allowing a Child to Gain Access to the Firearm, Regardless of Whether the Child Uses the Firearm or Causes Injury
California: States Imposing Criminal Liability for Negligent Storage of Unloaded Firearms
