Uh, newsflash to beevul, Chicago allows handguns & shall issue concealed carry, while California is 'may issue', and New York City disallows concealed carry in the city.

So what, that's not the only way to define stricter gun control.

Unless you can attribute the difference, to 'shall issue' you point is...well...pointless, but at least you're consistent. A+ there.
