It really isn't.

Everybody knows where a school is, and what the schedules are. Everybody knows when churches and such meet. Everybody knows where a fast-food restaurant is and when the lunch rush is. School and public bus schedules are readily available. So are subway and light rail and ferry schedules. As are sporting events such as Little League, high school sports, PeeWee football, and minor- and major-league sports. How about a concert at a local bar and grill? How about a movie theater?

Nearly all of us are in a hideously vulnerable location several times a day.
