First, the amendment extends the ban on drag to any permitted event.
But second, if drag occurs the person issued the permit automatically commits a misdemeanor.

5 Section 1. Section 255.70, Florida Statutes, is created to
6 read:is liable to be charged with a
7 255.70 Public permitting.
8 (1) As used in this section, the term governmental entity
9 means any state, county, district, or municipal officer,
10 department, division, board, bureau, commission, or other
11 separate unit of government created or established by law and
12 any other public or private agency, person, partnership, or
13 corporation or business entity acting on behalf of any public
14 agency.
15 (2) A governmental entity may not issue a permit or
16 otherwise authorize a person to conduct a performance in
17 violation of s. 827.11.
18 (3) If a violation of s. 827.11 occurs for a lawfully
19 issued permit or other authorization, the individual who was
20 issued the permit or other authorization commits a misdemeanor
21 of the first degree, punishable as provided in s. 775.082 or s.
22 775.083.
