But the US and Israel among other countries have a demonstrated history of this and doing little to nothing about it other than trying to whitewash and make excuses about "only a few cases", "not enough money to make changes", "they brought this on themselves" etc.

Prison rape, sexual abuse and torture are committed in facilities in the US by both inmates and guards. In Central American countries it is even more prevalent. In Israel it has been well established that prisoners, often being held without charge, are abused, tortured, denied medical care for their injuries etc. We always hear denials and statements about "looking into it".

The point here being that horrendous human conduct is not limited to one side or another or one group of people or another. All of it needs to be condemned.
