becomes like a dog whistle of sorts. A seductive siren call ?

There's also like a fundamentalism of sorts. They don't want to wait till society naturally chooses where they're going. Instead they want to impose their "religion" on the rest through the government. Even though either extreme is necessarily a numerical minority.
