Unconstitutionality first.
From the 12th Amendment: But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States. Bill Clinton already served two full terms, so he's term limited out.

Illegality? There is an antinepotism statute that will also prevent her from naming Bill to any paid position in the Administration.

I like the idea and wish we could, but we can't.
