The consequential legislation just signed by Obama was just enough to keep the 113th Congress from record-setting unproductivity. The record remains - not Harry "Give 'em hell" Truman Congress - but, oh yes, the 112th Congress.

John Boehner is on his way to status of the new Patron Saint of Mediocrity.
