If Giffords had not been shot in the head, She would have ran for the US Senate in 2018(She would have won the Democratic nomination over Sinema-D). Giffords would have won the 11/2018 general election.

Sinema would ran for the US Senate in the 2020 special election a would have won. In 2022 she would face opposition from Ruben Gallego and lost.
Having Sinema serving in the US Senate for 2 years is better than 4.
