1. I don't buy this at all, though I can see why the stereotype is appealing to an American audience.

Diplomatic communications can often be couched in undiplomatic language as they're not intended for public exposure. Other diplomats have indicated that there was nothing in Darroch's briefings that would have looked out of place in their own.
