1. That's not the only "system" that fails to monitor possible

overpayments until families are brought to their knees in debt because the paying agency didn't monitor when they claim they do nor do they, perhaps purposely, send a timely notice. Then, of course, errors just happen in our ancient systems which cannot be fixed by Americans - nothing personal, 1st class mail doesn't get delivered or is found misplaced in an illegal dump or by disaster, return-receipts and certified notices are too expensive and signatory forensics aren't done; reciprocal agencies are not honest partners, hackers get into the email, identity thefts are sold to highest bidder, etc...

I quit - every "system" is broken; however, this proposed legislation seems a positive step. Will the Turtle add it to his little collection of obstructions to the nation's business--if it even sees Senate debate when he see's it's bipartisan?
