1) People are allowed to vacation in Europe.

2) They can vacation even during US national holidays. Independence means being free to travel among other things. People who think that presence and/or other actions are necessary to celebrate the Declaration of Independence don't realize that Independence needs to be celebrated 365/366 with empathy, care and strength. Cruz has none of those. Pro forma and performative activities signify nothing in the grand scheme of things.

3) He was already in Europe when the flood occurred.

4) Cruz has no magical powers to find 20 missing people. Resources were mobilized effectively without him.

5) A Senator travelling around in Texas requires security and briefings. It would gums things up more than it would help.
