A suspect in shoplifting, the cops decide to force her into submission instead of, say, investigating her later.

It's your classic, I have a gun and you have to do what I tell you, I don't have to explain or give any latitude whatsoever.

She slowly tried to leave her parking spot, the shooter put a bullet in her head.

He'll probably skate, leaving other cops to think that it's ok to stand in front of a car and then shoot the driver for preferring not to be there in that moment.
