But, as with all taxes does this one specify that the revenue raised, goes towards making the reforms! Or, does it allow the city to use the money for other purposes?

The problem with these local taxes is that too many times, the money isn't used for the stated purpose, and city officials will redirect it towards other areas, like putting it into the general fund to pay off other debts!

The next contract negotiation with the police union, the city should require that the union be responsible for half of any lawsuit against officers. That alone could save the city millions, and perhaps convince the union to monitor the few bad apples on the force!
