A course in that location is only worth $1.5M after claiming elsewhere it's worth $50M is ridiculous.

140 acres of flat land 45 minutes from Manhattan? Even w/o the course on it it's worth an absolute fortune.

Assessments (of course, IMHO) should be based on what the property is worth ... as it exists currently.
