10. The rational behind hate crimes is that the attacker isnt attacking

The victim for a specific reason like a robbery where the assailant targets a person at an atm in an attempt to get cash but the assailant has a problem with a group in general .
A White guy who assaults an african american person because he is an african american is more of a danger because of his propensity to harm people of color. It makes him a greater danger to society in general qnd therefore is deserving of special punishment .
I see no difference between the aforementioned white guy here and the african american who is assaulting a white guy just necause he IS white.
I understand that white groups have cause more harm to african americans but frequency isnt the deciding factor (or at least shoudnt be) what should matter more is the danger to people in general and this is why in this case i believe that this is a hate crime. He didnt have a problem with this one white guy he had a problem with all white people and decided to assault one .
