I checked and there are in fact 10 incorporated cities in Delaware. They aren't big cities but they ARE cities.

Delaware City City
Dover‡ City
Harrington City
Lewes City
Milford City
New Castle City
Newark City
Rehoboth Beach City
Seaford City
Wilmington† City

Wilmington is the 470th most populous city in the US, Dover is 987th,
