2. I really don't understand . . .

So the people of the state vote for an amendment to the constitution.

The folks in the legislature don't like it (they have health care).

The legislatures don't fund the amendment.

The Governor didn't use any of his power to implement it.

Therefore the amendment is unconstitutional?

People complain that their representative don't pay attention to their need.

People continue to vote for the same representatives?
