4. The new head of the Chicago Police Union is currently suspended due to excessive force complaints.

What is needed are rules changes that would allow for a quicker process. The current process is far too weighted toward favoring the word of the police over civilians, and ignoring actual evidence such as videotapes.

Plus the command structure has shown that it covers up for unqualified officers.

In one court case, the then Mayor admitted that there was a culture of cover up, even when the conduct was illegal. And this has cost the City, and the taxpayers, over $500 million dollars in court settlements.
