2. I don't see how this would effect peaceful protests.

Under the anti-protest law, anyone arrested on a charge of battery, aggravated battery, burglary, or theft at a protest that turns violent can have their charges enhanced by one level.
And if a protester is convicted of battery on a police officer "committed in furtherance of a riot or aggravated riot," they'll be sentenced to a minimum of six months in jail.
I don't know about you but none of those sound like things I would be doing at a peaceful protest.
