These guys have brought the whole world to the edge of an economic apocalypse, by polarizing the wealth of the country into the coffers of the 1% and they are helpless with laughter about it!

Geitner looks as if an upper row of false teeth could drop down at any moment. And Rubin looks as if he's helplessly crying with laughter. As close to a literal ROFL as you could ever imagine in public life, never mind, 'see'.
