that California should fly it's own remote sensing climate data collection satellites. And in LEO so, well, we collect data on everything, not just CA or the USA.

While expensive, it could collect remote sensing data on polar ice, on sea surface temps, on vegetation, and on direct CO2 concentrations. We could even fly a number of these. Satellites with limited lifespan ( less fuel thus less weight ), much smaller in size... on board data storage for download over CA, etc. Start thinking large cooler sized satellites. Get Bezos to launch them ( better him than Eloon ). No federal involvement. We can do our own data link ground station and data collection of all remote sensing instruments.

Maybe under a billion dollars for the entire program... maybe even less.
