Not being in the legal or law enforcement world, I'd guess a formal accusation of rape and it's recording by the local authorities would be necessary.

Unless you think that all of these under-age women were consensually agreeing to have some gross older man have sex with her, then it means rape to me.

Please defend your assertion that this might not be rape.
