If anything, it's only a pause. Add to that, if you ask me, they probably have a few nukes already, they just haven't been tested yet. As the repercussions could be rather high.

I think Bibi was trying goad Iran to actually test one so he could say "look! see! I told you". But they have shown remarkable restraint in not playing his game.
