No, napalm has not been banned, but its use against civilian targets is banned by an international treaty. In 1980, the UN Convention on Certain Conventional Weapons banned napalm and other incendiary weapons from being used against civilian populations, concentrations of civilians, or military targets located within a concentration of civilians.

Legal status: International law prohibits napalm use against civilians, but its use against military targets is still permitted.
