There has been an arms race by the card issuing banks to screw the merchants (especially the smaller merchants) by letting the rewards run wild.

The best solution, IMHO, would be to require merchants to honor all cards, but allow them to pass the loyalty percent on to the customer.

If I choose to use a card that has lower fees to the merchant, why should I be subsidizing the person who runs up loyalty points for free airfare and such? Buy your own vacation. I shouldn't be paying for it.
