What I don't understand is what I read here on DU today that it is the DHS that is going to come up with the additional funds (which makes no sense, everything else I've read was that it would come from the US Dept. of Agriculture.

They got some 170? Billion from the BigBlowjobBill for DHS. Is this just a slush fund for the Administration? Sure seems like it.
